Hello Auto Mail. Your RP looks like fun but I'm gonna ask whether species that has not been specified are allowed in this RP? The character I hope to play isn't going to be from the world in question, if that sways you in any way?

2012 NFL Draft order: Top 20 set while playoffs will determine the rest

The top 20 picks in the 2012 NFL Draft are set ? with the exception four picks that have to be decided by a coin flip at the NFL Scouting Combine. Picks 21-32 will be decided by playoff outcomes. Strength of schedule played a big role in this year's draft order. Each team between picks 13 and 19 had an 8-8 record.

Here is the top 20. Playoff teams are after the jump but not in order.

Oil companies may hike petrol prices by over Rs 2 today

New Delhi:? Will petrol prices be hiked again today? Oil companies are likely to revise rates with a Rs 2.10 - 2.13 per litre increase in petrol price saying that it is needed because of a weakening rupee.

State-owned oil companies, as per practice, revise rates of petrol on 1st and 16th of every month based on the average imported price and exchange rate during the fortnight.

As per this schedule, new rates were to be announced on Saturday if they were take effect from yesterday, but top officials at oil companies said the revision was "99 per cent unlikely" yesterday.

The oil companies, they said, will decide on revising rates only on Monday.

The rate change may, however, need a political clearance as Assembly elections in five crucial states, including Uttar Pradesh and Punjab, have been announced.

"While international price of gasoline (against which domestic petrol prices are benchmarked) are more or less at the same level (as at the time of last revision), the rupee has depreciated to about Rs 53 to a US dollar," an official said.

This warrants an increase of Rs 1.78 per litre and after adding local sales tax or VAT, the desired hike in petrol price in Delhi is Rs 2.10 - 2.13 a litre.

Petrol at Indian Oil Corp and Bharat Petroleum Corp petrol pumps in Delhi is now priced at Rs 65.64 per litre and at Rs 65.65 a litre on retail outlets of Hindustan Petroleum Corp.

Oil firms had, at the last review on December 15/16, decided not to burden the consumers with about Re 1 per litre hike in petrol price needed at that time, as they felt Reserve Bank's intervention may help arrest fall in rupee's value.

The oil firms had in November cut petrol prices twice on drop in international oil rates. The companies reduced petrol prices by Rs 2.22 per litre, or 3.2 per cent, from November 16, followed by a Rs 0.78 per litre cut from December 1.

The domestic rates, which were last revised on November 30, are pegged at Rs 51.50 to a US dollar exchange rate.

The average exchange rate in first fortnight of December was Rs 51.98 to a US dollar, which has further deteriorated.

State-owned oil companies like Indian Oil Corp (IOC) use fortnightly average of benchmark oil price and exchange rate to revise retail rates on 1st and 16th of every month.

The revision was due today and if the oil companies had decided to pass on the exchange rate fluctuations to consumers, the new rates would have been effective from January 1.

However, it remains to be seen if the oil firms will get a political nod to increase the prices in view of assembly elections.

Petrol price was freed from government control in June last year but public sector companies continue to informally consult their parent Oil Ministry before taking a decision.

The government continues to control rates of diesel, domestic LPG and kersoene which were sold way below cost to keep inflation under check. The oil firms lose Rs 12.71 per litre on diesel, Rs 29.93 a litre on kerosene and Rs 326 per 14.2-kg LPG cylinder.

Nigeria President declares state of emergency in some of north (Reuters)

ABUJA (Reuters) ? President Goodluck Jonathan declared a state of emergency on Saturday on parts of northern Nigeria plagued by a by a violent Islamist insurgency, and said he would shut any borders with other nations in those areas covered by the decree.

"I have in the exercise in the powers conferred on me ... declared a state of emergency in the following parts of the federation," Jonathan told state TV, before going on to list the northern local governments affected by the decree.

"The temporary closure of our borders in the affected areas is only an interim measure designed to address the current security challenges and will be resumed as soon as normalcy is restored," he added, in a speech addressing deadly Christmas Day bombings by the Boko Haram sect a week ago.

2011 Reflections: Africa rises, taking charge of its affairs

Seven Monitor correspondents reflect on the world's hotspots. In this installment, Scott Baldauf says Africa showed signs of both the willingness and ability to solve their own problems in 2011.

With its famines, wars, and corrupt leaders, Africa was called "hopeless" by The Economist magazine in 2000.

Today, demand for Africa's natural resources, combined with stronger political leadership and growing entrepreneurship, make Africa a rare bright point in the global economy.

Certainly there are plenty of trouble signs in a continent that has 54 countries, many of them landlocked and desperately poor. Too many countries are ruled by authoritarian men. Many are saddled with punishing debt, unemployment, and undereducated youths. Some, like Kenya, Zimbabwe, and Ivory Coast, experience bouts of violence when tight electoral contests are disputed.

But this year brought new signs that Africans can solve ? and are solving ? their own problems.

The African Union is taking an increasingly independent stand on how to solve African problems, and some of Africa's stronger economic and military nations appear to be borrowing a few lines from America's Monroe Doctrine, indicating that Western "interference" in Africa is no longer welcome.

South Africa has long taken an independent path on foreign policy ? voting against the Libya intervention, for instance ? and keeping its distance from richer US and European partners as it grows closer to fellow emerging-market countries Brazil, Russia, India, and China (the BRICs). And South Africa is increasingly seeking a role as regional mediator, although its attempt this year to arrange a political settlement after Ivory Coast's disputed election was rendered meaningless by a French-backed military escalation.

Even Kenya, which has never used its troops in a war against a neighbor, moved soldiers into neighboring Somalia in mid-October after a series of kidnappings and attacks on Kenyan soil by the Somalia-based Islamist militia Al Shabab. Kenyan troops are now part of a three-pronged attack on Al Shabab, joining Ethiopian troops in the west, and Ugandan and Burundian peacekeepers supporting the Somali government in Mogadishu.

Perhaps most promising of all, though, is the fact that Africa is beginning to diversify itself from its traditional resource-based economy.

Increasingly, entrepreneurs are setting up service businesses, including mobile application software centers in Nairobi, Kenya, for example. Access to the Internet is giving citizens the knowledge and confidence to speak out, as seen in citizen protests in Malawi, Ivory Coast, and Swaziland this year.

"Africa rising" ? the Economist's moniker a decade later ? isn't just an economic phenomenon; it's political and social, too.
