Global stocks rise as financial risks dissipate

Global financial risks dissipated last year as fears faded that the euro currency would collapse and China's economy avoided the sharp slowdown that many had feared. That's made investors more optimistic, boosting stock markets around the world.

Even Greece, where unemployment ended the year at 26 percent, saw stocks rise. Its benchmark stock index jumped 33 percent, though that came after it fell by half in 2011.

But leading U.S. economist Barry Eichengreen warns that the debt crisis that has shaken Europe to its core could easily erupt again this year unless European leaders move faster to solve their problems.

Court says Obama appointments violate constitution

WASHINGTON (AP) ? President Barack Obama violated the Constitution when he bypassed the Senate last year to appoint three members of the National Labor Relations Board, a federal appeals court ruled Friday in a far-reaching decision that could severely limit a chief executive's powers to make recess appointments.

The decision of the U.S. Court of Appeals for the D.C. Circuit marked a victory for Republicans and business groups critical of the labor board. If it stands, it could invalidate hundreds of board decisions over the past year, including some that make it easier for unions to organize.

When Obama filled the vacancies on Jan. 4, 2012, Congress was on an extended holiday break. But GOP lawmakers gaveled in for a few minutes every three days just to prevent Obama from making recess appointments. The White House argued that the pro forma sessions ? some lasting less than a minute ? were a sham.

The court rejected that argument, but went even further, finding that under the Constitution, a recess occurs only during the breaks between formal year-long sessions of Congress, not just any informal break when lawmakers leave town. It also held that presidents can bypass the Senate only when administration vacancies occur during a recess.

White House press secretary Jay Carney said the administration strongly disagrees with the decision and that the labor board would continue to conduct business as usual, despite calls by some Republicans for the board members to resign.

"The decision is novel and unprecedented," Carney said. "It contradicts 150 years of practice by Democratic and Republican administrations."

Under the court's decision, 285 recess appointments made by presidents between 1867 and 2004 would be invalid.

The Justice Department hinted that the administration would ask the Supreme Court to overturn the decision, which was rendered by three conservative judges appointed by Republican presidents. "We disagree with the court's ruling and believe that the president's recess appointments are constitutionally sound," the statement said.

The court acknowledged that the ruling conflicts with what some other federal appeals courts have held about when recess appointments are valid, which only added to the likelihood of an appeal to the high court.

"I think this is a very important decision about the separation of powers," said Carl Tobias, a constitutional law professor at Virginia's University of Richmond. "The court's reading has limited the president's ability to counter the obstruction of appointments by a minority in the Senate that has been pretty egregious in the Obama administration."

The ruling also threw into question the legitimacy of Obama's recess appointment of Richard Cordray to head the Consumer Financial Protection Bureau. Cordray's appointment, made on the same date, has been challenged in a separate case.

Carney insisted the court's ruling affects only a single case before the labor board and would have no bearing on Cordray's appointment. Obama on Thursday renominated Cordray for the job.

The case challenging the recess appointments was brought by Noel Canning, a Washington state bottling company that claimed an NLRB decision against it was not valid because the board members were not properly appointed. The D.C. Circuit panel agreed.

Obama made the recess appointments after Senate Republicans blocked his choices for an agency they contended was biased in favor of unions. Obama claims he acted properly because the Senate was away for the holidays on a 20-day recess. The Constitution allows for such appointments without Senate approval when Congress is in recess.

But during that time, GOP lawmakers argued, the Senate technically had stayed in session because it was gaveled in and out every few days for so-called pro forma sessions.

GOP lawmakers used the tactic ? as Democrats had done in the past ? specifically to prevent the president from using his recess power to install members to the labor board and the consumer board. They had also vigorously opposed the nomination of Cordray.

The three-judge panel flatly rejected arguments from the Justice Department's Office of Legal Counsel, which claimed that the president has discretion to decide that the Senate is unavailable to perform its advice and consent function.

"Allowing the president to define the scope of his own appointment power would eviscerate the Constitution's separation of powers," Chief Judge David Sentelle wrote in the 46-page ruling. He was appointed by President Ronald Reagan.

The court ruled that during one of those pro forma sessions on Jan. 3, 2012, the Senate officially convened its second session of the 112th Congress, as required by the Constitution.

Sentelle's opinion was joined by Judge Thomas Griffith, appointed to the court by President George W. Bush, and Karen LeCraft Henderson, who was appointed by President George H.W. Bush.

"With this ruling, the D.C. Circuit has soundly rejected the Obama administration's flimsy interpretation of the law, and (it) will go a long way toward restoring the constitutional separation of powers," said Sen. Orrin Hatch, R-Utah.

GOP House Speaker John Boehner welcomed the ruling as "a victory for accountability in government."

If the ruling stands, it would invalidate more than 600 board decisions issued over the past year. It also would leave the five-member labor board with just one validly appointed member, effectively shutting it down. The board is allowed to issue decisions only when it has at least three sitting members.

Obama used the recess appointment to install Deputy Labor Secretary Sharon Block, union lawyer Richard Griffin and NLRB counsel Terence Flynn to fill vacancies on the labor board, giving it a full contingent for the first time in more than a year. Block and Griffin are Democrats, while Flynn is a Republican. Flynn stepped down from the board last year.

All three vacancies on the labor board had been open for months before Obama acted to fill them.

Sen. Tom Harkin, D-Iowa called the ruling "a radical departure from precedent" and argued that Obama had no choice but to act.

"Throughout his presidency, Republicans have employed unprecedented partisan delay tactics and filibusters to prevent confirmation of nominees to lead the NLRB, thus crippling the board's legal authority to act," Harkin said.

If Obama's recess appointment of Cordray to the newly created consumer board is eventually ruled invalid, it could nullify all the regulations the consumer board has issued, many of which affect the mortgage business.

India debates raising taxes on the rich ahead of budget | Firstpost

NEW DELHI/MUMBAI (Reuters) ? India should consider the argument for higher taxes on the ?very rich?, Finance Minister P. Chidambaram said in comments likely to fuel speculation about steps he may take in next month?s budget to boost tax flows and narrow a yawning fiscal gap.

In an off-the-record pre-budget meeting with Chidambaram and Finance Ministry officials on January 7, some economists pressed for higher taxes on the rich to make sure they are paying their fair share, alarming business lobby groups that warn such a move would stifle growth.

The finance minister?s comments come against the backdrop of a global debate, from the United States to France, about whether the very wealthy pay enough taxes.

The growth rate of Asia?s third-largest economy is widely expected to slip to a decade-low in fiscal 2012/13 as the government grapples with ballooning budget and current account deficits and high inflation. Chidambaram wants to plug holes in the nation?s finances by cutting expenditure and increasing revenues through improved tax collection.

?I think we should have stability in tax rates but we should consider the argument that very rich should be asked to pay a little more on some occasions, but that is not the view I am expressing. That is simply the argument I have heard and I am repeating,? Chidambaram said in a TV interview aired on Thursday.

Chidambaram offered no definition of the ?very rich?, but his comments are likely to please many in his centre-left Congress party who feel recent reforms to further liberalise the economy favour corporate India at the expense of the common man.

The Congress party is facing a tough fight to hold on to power in a series of state elections this year and general elections due by May 2014.

?It is good electoral politics but economically doesn?t make sense,? said Venugopal Dhoot, who controls the diversified Videocon Group and ranks 38th in Forbes? India rich list with a net worth of $1.5 billion.

It was not immediately clear if Chidambaram was referring to higher taxes on income, assets or capital gains in a regime that currently makes India a good place for the rich to live.

At present the top income tax rate is 30 percent, which applies to earnings above 1 million rupees a year. There are just 35 million taxpayers in a country of 1.2 billion people, and of them about 1.5 million declare annual earnings of more than 1 million rupees, according to the Finance Ministry.

There is no inheritance tax, an issue Chidambaram raised as a concern after being appointed finance minister last August. In 2009, his predecessor withdrew a 10 percent surcharge on the 30-percent rate paid on earnings above 1 million rupees.

A government official with direct knowledge of the debate in the Finance Ministry said the focus is on plugging loopholes in the collection of income tax paid by individuals and companies.

?There are options of revisiting the inheritance tax and surcharge on income tax paid by the individuals,? the official said, declining to say if these were firm proposals on the table for the budget to be unveiled around the end of February.

MILLIONAIRES AND BILLIONAIRES

?Even if they bring (back) the surcharge that will only add about 15-20 billion rupees, which is a drop in the ocean and will be lost in the decline of tax revenues that will arise due to lower compliance if tax rates are raised,? said Surjit Bhalla, chairman of advisory firm Oxus Investments.

India?s richest people tend to own businesses and other assets and thus have comparatively little exposure to salaries tax. Billionaire Mukesh Ambani, for example, was paid salary and perks of 150 million rupees in the last fiscal year by Reliance Industries, which he controls. According to Forbes, Ambani is worth $21 billion.

Similarly, Azim Premji, founder of India?s No. 3 software exporter, Wipro Ltd (WIPR.NS), and India?s third-richest person with a net worth of $1.2 billion, took home a salary and allowances of $84,696 in the last financial year, less than half of what the company?s chief financial officer was paid.

Premji said at a gathering of business leaders in Davos, Switzerland, on Wednesday that in principle he was not against higher taxes for the wealthy.

A similar debate over taxing the well-heeled has played out recently in developed economies.

U.S. President Barack Obama made it a central theme in his re-election campaign and won a political victory over his Republican opponents in getting Congressional approval for tax hikes on households earning more than $450,000 a year.

And French Prime Minister Francois Hollande?s plan to hike taxes on income over 1 million euros made headlines after French actor Gerard Depardieu said he would move abroad.

Responding to Chidambaram?s comments, wealth managers told Reuters India needed to focus more on compliance and increasing the tax net instead of raising rates for rich people.

Raising taxes on the rich would not make a significant impact to the tax-to-GDP ratio as a large portion of the wealth remains outside the mainstream system and is invested in real estate and gold or finds its way to tax havens, they said.

India had 125,500 dollar millionaires in 2011, according to a Capgemini (CAPP.PA) and RBC Wealth Management?s world wealth report released last June.

Crocodile crossing: Thousands on loose in S.Africa

JOHANNESBURG (AP) ? Afraid of crocodiles? Then you may want to stay away from the South Africa-Botswana border.

About 7,000 crocodiles escaped a crocodile farm when the gates on a dam were opened this week to alleviate pressure created by rising flood waters. About 2,000 have been recaptured, the Beeld newspaper reported Friday.

Video from the scene shows people hunting down the small-ish crocs at night, tying them up and taking them back to the Rakwena Crocodile Farm, in northern South Africa. The farm, which didn't respond to an email or calls seeking comment, used to hold 15,000 crocodiles.

The farm's website shows goods like crocodile-skin purses and hats for sale.

Northern South Africa and neighboring Mozambique have seen massive floods over the last week.

Software is said to be Jelly Bean, with no indication as to which version.  If it all pans out, it's clear to see that Huawei didn't just leave their big guns in Las Vegas. Ohio judge weighs whether to keep rape trial open

(AP) ? A judge planned to rule on whether the upcoming trial of two high school football players charged with raping a 16-year-old girl should be open to the public or closed at the request of the girl, the state attorney general and one defendant.

At issue are concerns about protecting the girl and worries raised by an attorney for defendant Ma'Lik Richmond that keeping the trial open could lead to potential witnesses on his behalf being intimidated.

News organizations including The Associated Press have argued that openness is the best way to ensure public confidence in the proceedings.

Judge Thomas Lipps, a special judge brought in from Hamilton County to oversee the trial, was set to hold a hearing Friday to take testimony from both sides, then decide. The judge has already rejected a request to try the two players separately.

The football players are accused of attacking the girl twice after an alcohol-fueled party in mid-August in Steubenville in far eastern Ohio. Three other students who witnessed the attack but weren't charged are expected to testify at next month's trial. The girl attends a different high school across the river in West Virginia.

The girl and her parents want the trial closed to keep evidence that a judge might rule inadmissible from becoming public, their attorney argued in a court filing Tuesday. That could include "harmful" and "legally non-relevant" evidence, said attorney Robert Fitzsimmons.

Keeping the hearing closed will also protect the girl, who has maintained her anonymity through the proceedings, Fitzsimmons said.

The AP generally doesn't identity people who say they are the victims of sexual assault.

Attorney General Mike DeWine, whose office is prosecuting the case, says it will be difficult enough for the girl to testify, let alone in a public hearing open to the media.

News organizations arguing to keep the hearing open say the case is already subject to speculation that it won't be fully investigated and prosecuted because it involves the city's popular football team. Keeping it open eliminates that speculation, according to arguments by the AP, ABC, CNN, CBS News, The New York Times and WEWS-TV.

The lawyer for Richmond wants the trial closed out of concern that intense publicity and social media commentary could lead to witness intimidation. The attorney, Walter Madison, cited threats he said were made by the hacker-activist group Anonymous to retaliate against people perceived as helping his client.

The other defendant has asked that the case be delayed and moved but not closed.

Conn. governor's Newtown panel meets for 1st time

(AP) ? Gov. Dannel P. Malloy's panel charged with reviewing state laws and policies after the deadly Newtown school shooting was set to hear from experts who sat on similar commissions following mass shootings in Colorado and Virginia.

Malloy's Sandy Hook Advisory Commission, scheduled to hold its first meeting on Thursday, also was expected to be briefed by Danbury State's Attorney Stephen J. Sedensky III on the status of the investigation into the Dec. 14 shooting which left 20 first graders and six educators dead.

The 16-member panel of experts, headed by Hamden Mayor Scott Jackson, faces a March 15 deadline to provide Malloy with a preliminary list of recommendations pertaining to school safety, mental health and gun violence prevention.

In addition to Malloy's group, the General Assembly has formed a bipartisan task force that is examining the same issues. A subcommittee on school safety is holding a public hearing on Friday at the Legislative Office Building. A hearing on gun safety is planned for Jan. 28 and another hearing on mental health issues is scheduled for Jan. 29.

Members of Malloy's task force will hear Thursday from two former members of similar commissions created by governors following mass shootings.

Former Colorado Gov. Bill Ritter, Denver's district attorney at the time of the 1999 Columbine High School shooting, will make a presentation. He was a member of the Columbine Review Commission, which conducted a review for then-Gov. Bill Owens.

Ritter was elected governor of Colorado in 2007 and he served until 2011.

Also, Virginia Law Professor Richard Bonnie will discuss how his state reacted to the 2007 Virginia Tech shooting. He was a consultant to then-Virginia Gov. Tim Kane's Virginia Tech Review Panel. Bonnie is director of the Institute of Law, Psychiatry and Public Policy at the University of Virginia and is chairman of the Virginia Commission on Mental Health Law Reform.

Thursday's meeting, scheduled to begin at 10:30 a.m., was to be aired live by the Connecticut Network or CT-N.

Connecticut commission meets on school safety after Newtown massacre

HARTFORD, Connecticut (Reuters) - The Connecticut police investigation into the shooting last month at a Newtown elementary school will continue through June and no criminal prosecution is expected, a state prosecutor said on Thursday.

Danbury State's Attorney Stephen Sedensky III's comments came during testimony before the opening meeting of the Sandy Hook Advisory Commission, an expert panel formed by Governor Dannel Malloy that is named for the school where the massacre occurred.

Sedensky said privacy rules make it unlikely that investigators will be able to provide the panel with a mental health history of the shooter, Adam Lanza.

Malloy has tasked the panel with finding ways to improve the safety of schools and the public in the aftermath of the December 14 massacre, which left 20 first graders and six adults dead.

The panel will review current policy and make specific recommendations on public safety, with a particular focus on school safety, mental health, and prevention of gun violence.

The panel's first public hearing included testimony from experts called upon after the 1999 massacre at Columbine High School in Colorado and the 2007 massacre at Virginia Tech.

The Connecticut shooting reignited the debate over gun rights in the United States and prompted President Barack Obama to introduce proposals to reduce gun violence and tighten gun control laws. Some states have also called for stricter local rules on guns and ammunition.

The National Rifle Association, the nation's largest gun lobby, fiercely opposes tighter gun controls and has called for armed guards in public schools.

A separate legislative task force on gun violence prevention is due to begin meeting on Friday and to hold a public meeting at Newtown High School on January 30.

The catalyst is Google Fiber, the search-engine giant's fiber-optic network being tested in the Kansas City area that advertises speeds of up to a gigabyte per second ? a rate that massively exceeds the average Internet speeds at homes hooked up with cable modems.

The advantage here for startups is simple: A fast Internet pipe makes it easier to handle large files and eliminates buffering problems that plague online video, live conferencing or other network-intensive tasks. Though the Kansas City location presents challenges for startups, including the ability to raise money outside the traditional Silicon Valley venture capital scene, entrepreneurs like Synthia Payne believe it's the place to be right now for up-and-coming tech companies.

Payne is one of those entrepreneurs hoping to launch her startup dream ? an Internet subscription service for musicians who want to collaborate online ? on the cheap. She shares the State Line Road house, known as the "Home for Hackers," with other startups under a deal that allows them to live rent-free while they develop their business plans.

Google's network was attractive, Payne said, because her business plan "is dependent upon really good, really fast Internet."

"Without this on-ramp here I probably would have found it very difficult to come here," said Payne, who in December moved from Denver to develop CyberJammer.

Residents here were thrilled when Google announced last year that Kansas City, Kan., and neighboring Kansas City, Mo., would be its test bed for Google Fiber. The Mountain View, Calif.-based company spent months and unknown sums installing optical fiber around the area. Google provides the full gigabit service for $70 a month and its own cable-TV like service for another $50. A slower Internet connection is free on a monthly basis after a $300 installation fee.

The first homes were installed with fiber optics in the fall, with more "fiberhoods" planned in stages over the next several months. Kansas City, Mo., and Kansas City, Kan., remain Google's only fiber market, though the company has said it plans additional roll-outs. Many in the tech industry believe Google's move could ultimately force broadband providers to accelerate their networks to compete. Making Internet access faster would give the company more opportunities to attract traffic and sell more advertising ? the main way Google makes money.

The "Home for Hackers" and its unique business pitch is the brainchild of local web developer Ben Barreth, whose property was among the first wave of houses to be fiber-wired and is a block away from the Google Fiber offices. "Hackers" who pass Barreth's application process and show a real intention to work on a viable project can live there rent-free for three months. Since starting the home in October after cashing in his Roth IRA and putting a down payment on the $48,000 home, Barreth has gotten applications from nearly 60 people seeking a spot in the home.

"The whole startup thing in Kansas City is like this huge growing beast," he said. "It's got this crazy momentum."

The house has been full since mid-December with Payne and two others. One of the rooms also is reserved for fiber tourists who want a place for a day or two where they can download anything faster than they could elsewhere.

"The hope is that these startups will move their operations to Kansas City and this will really bless Kansas City, bring jobs and taxes and we'll build a really cool tech scene," Barreth said.

A few homes away from the "Home for Hackers" is the headquarters of the Kansas City Startup Village, which was started by local entrepreneur Matthew Marcus and where Mike Farmer, founder of mobile search app Leap2.com, has his offices. Farmer said Google Fiber brought attention to Kansas City's startup culture, "because it sort of ignites the imagination about what you can do with that sort of bandwidth capability."

"Most every week I meet one or two or three people that are looking to come in from out of town," he said.

Despite the growth, it remains a challenge for startups to raise money from Kansas City, Farmer said. Silicon Valley venture capital groups in particular want startup entrepreneurs to be nearby in California, he said.

"I've had some really incredible conversations with some big name VCs, and their first statement is that when you're in this early stage you have to be here, right next to us," he said. "That is a hurdle."

Andy Kallenbach recently launched FormZapper.com, an online forms management site, and also has offices near the "Home for Hackers." He said Kansas City has no aspirations to be the next Silicon Valley and may never have a "Facebook or a giant consumer-level company that takes over the world."

He said it may also be "better for us" that it's more difficult to raise money in Kansas City.

"The hardest thing about a startup is execution, OK? A lot of people can go out and raise money and get money for an idea or for some product or they can come up with some awesome presentation. But it doesn't matter if you can't build something that people will use," Kallenbach said. "I think here in Kansas City you have to at some point put your money where your mouth is. You have to 'do.'"

Windows 8 not saving the PC industry as shipments decline

With the holiday shopping season behind us, it's clearer than ever tablets are cutting deeply into traditional PC sales, even after the launch of Windows 8.

According to Gartner, PC sales fell by 4.9 percent in the fourth quarter of 2011, compared to the same quarter a year earlier. Lenovo and Asus actually managed to grow their PC shipments by 8.2 percent, and 6.4 percent, respectively, but they couldn't make up for sales declines for other PC makers, including a massive 20.9 percent dip in shipments for Dell.

The problem, according to Gartner analyst Mikako Kitagawa, is that consumers have become less reliant on PCs for casual use. So while families may keep a shared PC at home for work and creative tasks, they're buying new tablets instead of replacing their aging laptops.

?There will be some individuals who retain both, but we believe they will be exception and not the norm,? Kitagawa wrote in a press release. ?Therefore, we hypothesize that buyers will not replace secondary PCs in the household, instead allowing them to age out and shifting consumption to a tablet.?

Microsoft's Windows 8 is supposed to stave off the PC's decline by combining a new tablet-friendly interface with a traditional desktop. To take full advantage, some PCs such as Lenovo's Yoga convert into tablet-like forms, and some tablets such as the Acer Iconia W510 come with attachable keyboard and trackpad docks. The idea is that users can have the benefits of a tablet without sacrificing productivity.

But the launch of Windows 8 hasn't exactly been smooth sailing. Despite a launch date of October 26 for Windows 8, the most interesting hybrids and convertibles were in short supply during the holidays, due to supply chain issues.

There are also deeper problems with these devices in general, at least for the first generation of hardware. At the moment, consumers who want a hybrid or convertible with a full version of Windows 8 must either choose an Intel Core-based system or an Intel Atom-based system. The former offers great performance, but weak battery life compared to the iPad or Android tablets. The latter offers tablet-like battery life, but performance can seem lacking at times, even compared to other tablets. It's hard to recommend first-generation Windows 8 devices when Intel is promising much better performance and battery life in its upcoming Bay Trail and Haswell processors.

Consumers can also choose a Windows RT device, such as Asus' Vivo Tab RT , but then they can't install desktop software on it. Right now, app installs are limited to the nascent Windows Store, which doesn't have nearly the selection of either iOS's or Android's respective app stores.

The good news is that all of those problems can be improved upon with time, and it's not like Microsoft is going to give up anytime soon. (The company says Windows 8 license sales are following a similar trajectory to Windows 7.) Hopefully better hardware, more apps and maybe even a more refined version of Windows will make for a better crop of PCs later this year.

There are several reasons why you might want to transfer your National Geographic Genographic Geno version 1.0 and 2.0 results to Family Tree DNA.

If you?re not a Family Tree DNA client, there is a whole new genetic genealogy world just waiting on you, and?transferring your results is?free. National Geographic test version 1.0, which is no longer available, included a 12 marker Y DNA test, and version 2.0, currently available, includes extensive haplogroup (clan) information that complements the 12-111 marker tests at Family Tree DNA, as well as other information. If you haven?t yet taken the 12 marker or other Y DNA tests at Family Tree DNA, you will be offered that opportunity in order to find your matches. After transferring your results to Family Tree DNA, you will be able to order additional tests, contact your matches via e-mail and share your genealogy information.? YDNA SNPs

If you are already a Family Tree DNA customer, then you?ll want to download your data for a different reason. How to Transfer Your Results

In order to?facilitate the transfer, you?ll need to set up an account at National Geographic, and you?ll need your National Geographic kit numbers. So find those before you start. If all else fails, find that lovely black box your Geno 2.0 test kit arrived in. Your participant number is on the inside of the front cover. And you thought it was just another pretty box!

You?ll also need your Family Tree DNA kit number and password for the kit you want these results to transfer into.

VINTAGE: Rare Bugatti Open Touring Car Featured At Barrett-Jackson

Ettore Bugatti was the most-successful builder of Grand Prix cars in the 1920s and early 1930s, and his jewel-like race cars and road cars retain a near-mythical status among car collectors today.

Among Barrett-Jackson?s Salon Collection in Scottsdale is an unusual 1927 Bugatti Type 38 four-seat open car (Lot #5013), a rare and elegant tourer with a torpedo-style body by one of Bugatti?s favorite coachbuilders, Lavocat et Marsaud of Boulogne, France, who translated the automaker?s racing design into a long-wheelbase sporting craft for four.

(Photo: Barrett-Jackson) The Type 38 is known as one of the best and most-forgiving of road-going Bugattis, and performance is provided by the same straight-8 engine, gearbox and brakes as the famed Bugatti Type 35A Grand Prix car. The shapely open-cockpit body features rich wood trim around the seats and the split windows.

The Italian-born Ettore Bugatti founded his company in 1909 in Molsheim, Alsace, France ? part of the German empire until 1919 ? and his cars quickly became known for advanced engineering, appealing style and impeccable craftsmanship. Bugatti came from a family of artists, and his cars were admired then and today for their beauty of design.

After World War I, Bugatti resumed production of his sophisticated road cars that brought to those lucky drivers the same performance and refinement of Bugatti?s racing machines. Many of them were little more than Grand Prix cars with lights and fenders, though Bugatti also scaled the heights of auto production with such things as the monumental Type 41 Royale ultra-luxury car and the much-acclaimed Type 57 Atlantic coupe designed by Ettore?s son, Jean Bugatti, in the 1930s.

(Photo: Barrett-Jackson) The Type 38 at Barrett-Jackson was sold new to a buyer in South Africa and rediscovered years later by R. Lee of Brazil with very low miles and still in good condition. It was then owned by Manny Dragone, who had the car cosmetically restored.

The sophisticated straight-8 engine, known for its strong highway performance and durability, received a major, no-cost-spared rebuild in 2008. Overall, the Bugatti remains in excellent condition with all mechanical elements in perfect shape.

Ettore Bugatti continued building cars through the 1930s up until the advent of World War II, with the untimely death of his son, Jean, in 1939 signaling the eventual end of the company. Bugatti died in 1947 with no one to take over the automaking business, which struggled on into the early 1950s.

The Bugatti brand was purchased by an Italian entrepreneur in the 1990s, and the name is appropriately represented today by one of the world?s greatest supercars, the Bugatti Veyron.

Wildlife authorities in Mozambique have killed 13 crocodiles in an effort to stop what they termed "animal-human conflict", Xinhua reported.

According to Radio Mozambique, the operation took place following the death of 18 people in the northwestern province of Tete, at the end of 2012.

The victims were killed by crocodiles in Mutarara, Cahora Bassa, Zumbo, Magie and Moatize when they were fetching water from rivers.

A large number of crocodile eggs were also collected along river banks in Tete.

Last year in Tete, 40 people were killed not only by crocodiles but by lions, elephants and leopards, officials said.
